      Renters’ Rights Bill Progresses Through House of Lords

      On the 15th of May, the Renters’ Rights Bill concluded the Committee Stage within the House of Lords. Within this stage, over 300 proposed amendments were debated as part of a line-by-line scrutiny. This stage started on the 22nd of April, and it took 6 individual sittings for the Lords to complete the review.

      Following several lively debates, many of the proposed amendments were rejected in the Committee Stages. The next stage will now be the reporting stage, followed by the 3rd and final reading in the Lords. There has so far not been a date set for the Reporting Stage to take place.

      Once the Bill finishes this stage in the Lords, it will be passed back to the Commons for final review and then move to Royal Assent and become law.

      There is a lot of pressure for the Bill to pass prior to the summer recess, and it is likely that it will become law by July 2025. It is unlikely that the government will make the implementation date the same, as they agree that landlords and agents will require some notice to make the necessary changes and avoid several unintended consequences.

      With the focus on delivering a key manifesto pledge, it is likely that implementation will be 2-3 months after Royal Assent, which will mean the new legislation will apply to all new and existing tenancies from October 2025.

      We are keeping a close eye on the remaining steps and awaiting the release of the all-important government guidance.
